Commissioning Manager – Saudi Arabia

QUALIFICATION REQUIREMENTS

 

  • Graduate of University/ College, holder of at least B. S. in any Engineering Disciplines, i.e. Civil, Mechanical, Electrical, Chemical, and Electronics & Communication Engineering;

  • At least 12 years overall experience in general engineering and plant construction, 8 years in oil & gas plant or petro-chemical plant job environment and has held the position as Testing & Pre-commissioning Engr./Process Engineer/Commissioning Manager for the past 5 years that may include Plant Operation & Maintenance exposure;

  • Has adequate knowledge on the basic principle of management functions, i.e. planning, organizing, delegating, controlling and its application to plant commissioning management;

  • Familiar and working knowledge in Industry Codes (ASME, API, ANSI, NEC, etc.), Standards and Practices, experience in Saudi Aramco Engineering Standards & Procedures is an advantage;

  • Possess good command of English communication both oral and writing. Can prepare business correspondences and technical reports or direct a technical staff to prepare in organized professional manner;

  • Possess the managerial capabilities, technical & testing commissioning expertise and leadership to handle, motivate and train in full development of start-up and commissioning/engineers, supervisors and commissioning staff under his team;

  • Possess competence in Testing, Pre-commissioning and Commissioning Management skills aligned to ISO 9001:2008 Quality Management System, Planning & Control of Work Phases and optimum utilization of Project Resources (Manpower &Instrument Equipment). Application Knowledge of any software for plant Commissioning is an added advantage.

 

 

DUTIES AND RESPONSIBILITIES

 

  • Reports directly to the Project Director is responsible of heading the Testing, pre-commissioning and Commissioning Team and shall collaborate with the Construction Team of the LSTK (EPC) Project;

  • Responsible for preparing the Pre-Commissioning and Commissioning Plan of LSTK ((EPC) Project which includes Mechanical Completion Test Package for each Plant System/Process comprising the Plant Facilities of the Project, Commissioning and Start-up Procedures in collaboration with LSTK (EPC) Contractor’s Vendors/manufacturers and Client’s Commissioning Team;

  • Coordinates with Project Planning & Scheduling Engineer for project Commissioning activities schedules for anticipation of resource requirements and its deployment, and readiness of Testing, pre-commissioning and commissioning/start-up plans;

  • Coordinate with Project Site HSE Unit for required safety intervention during Commissioning Work Phase;

  • Ensure complete testing instrument equipment and commissioning procedure per Plant Facility prior to testing and Pre-commissioning and commissioning activities;

  • Responsible for management of Plant System Punch list items that has been Identified by Involved Parties, i.e. Client’s Inspection Unit, Loss Prevention Dept., etc.;

  • Responsible for organizing and/ or ensuring all Project Records (Inspection report, O & M Manuals, Spare Parts Data Packages, etc.) are all completed prior to Commissioning/Start-up activities;

  • Responsible for supervising all functional Test and/or performance Test of each Individual Equipment /System until it reached the Plant Performance Test or Commissioning;

  • Responsible for all documentation relevant to Testing, Pre-commissioning and Commissioning prior to start-up of the plant;

  • Responsible for all other activities relevant to Testing, Pre-commissioning and Commissioning Activities.
